China Stealing USA Technology and Secrets

WASHINGTON – "China has accelerated computer espionage attacks on the U.S. government, defense contractors and American businesses, a congressional advisory panel said Thursday.

The U.S.-China Economic and Security Review Commission also said in its annual report to lawmakers that aggressive Chinese space programs are allowing Beijing to more effectively target U.S. military forces.

"China is stealing vast amounts of sensitive information from U.S. computer networks," said Larry Wortzel, chairman of the commission set up by Congress in 2000 to advise, investigate and report on U.S.-China issues.

The commission of six Democrats and six Republicans said in the unanimously approved report that China's massive military modernization and its "impressive but disturbing" space and computer warfare capabilities "suggest China is intent on expanding its sphere of control even at the expense of its Asian neighbors and the United States."

The commission recommended that lawmakers provide money for U.S. government programs that would monitor and protect computer networks.

Messages left with the Chinese Embassy in Washington were not immediately returned.

But officials in Beijing have responded to past reports of this kind by saying that China does not try to undermine other countries' interests and seeks strong ties with the United States.

The report comes two months before President-elect Barack Obama takes office. The Democratic Obama administration probably will continue the Republican Bush administration's efforts to work with and encourage China, a veto-holding member of the U.N. Security Council that the United States needs in nuclear confrontations with Iran and North Korea.

During the campaign for president, then-candidate Obama said that "China is rising, and it's not going away," adding that Beijing is "neither our enemy nor our friend; they're competitors."

In the commission's report, military strategist Wang Huacheng is quoted as calling U.S. dependence on space assets and information technology its "soft ribs."

China's space program is "steadily increasing the vulnerability of U.S. assets," the report said. For instance, improvements in satellite imagery allow China to locate U.S. carrier battle groups more accurately, faster and from farther away.

People's Liberation Army officer and author Cai Fengzhen is quoted as saying that the "area above ground, airspace and outer space are inseparable and integrated. They are the strategic commanding height of modern informationalized warfare."

"If this becomes Chinese policy," the report said, "it could set the stage for conflict with the United States and other nations that expect the right of passage for their spacecraft."

The commission also criticized China for violating commitments to avoid trade-distorting measures, adopting new laws that may restrict foreign access to China's markets and keeping its currency undervalued.

It recommended that Congress enact legislation to respond to China's currency manipulation and create enforceable disclosure requirements on investments in the United States for foreign sovereign wealth funds and other foreign state-controlled companies." - Foster Klug

It is really important for Americans to understand that China is run by seven men via a single political party. They have allowed a degree of openness to accomplish political, economic, and military objectives and this openness is expected to continue into the foreseeable future.

However, they have both stated and shown that they are going to keep things as they are and not transition into a republic, democracy, or any other different form of government. Both the "soothing scenario of gradual change" and the "upheaval scenario of sudden change" are patently false.

Each time the people have dared to agitate for a change of government (the best known example was in Tienanmen Square), the response was to send in the military, law enforcement, and secret police organs and violently put down the challenge with finality (even farmer protests were violently squashed with much loss of life and long prison terms).

This government once democided up to 70 million of their own people (under Mao) and if it ever becomes necessary, the 'Council of 7' that control all of China and ultimately all of China's interests around the world will do so again. They are seeking to transform China into the most powerful country in the world, but under their control and form of government.

Americans shouldn't deceive themselves otherwise.

China has made industrial espionage an integral part of its economic policy, stealing company secrets to help it leapfrog over U.S. and other foreign competitors to further its goal of becoming the world’s largest economy, U.S. intelligence officials have concluded in a report released last month.

“What has been happening over the course of the last five years is that China has been hacking its way into every corporation it can find listed in Dun & Bradstreet,” said Richard Clarke, former special adviser on cybersecurity to U.S. President George W. Bush, at an October conference on network security. “Every corporation in the U.S., every corporation in Asia, every corporation in Germany. And using a vacuum cleaner to suck data out in terabytes and petabytes. I don’t think you can overstate the damage to this country that has already been done.”

While a precise dollar figure for damage is elusive, the overall magnitude of the attacks is not, Borg said.

“We’re talking about stealing entire industries,” he said. “This may be the biggest transfer of wealth in a short period of time that the world has ever seen.”

The State Grid Corporation of China and China Southern Power Grid Corporation are state owned and supposedly ran on behalf and for the benefit of the Chinese people, China being a Communist country. But the reality is that massive graft and corruption exists throughout the Chinese bureaucracy, exactly like existed in the Soviet Union and presently exists in every single communist nation in the world.

Disturbingly, the SGCC/SPGC is a for-profit arm of the Chinese state actively buying ownership of Western country's power grids all over the world. Chinese spy organs operate within the SGCC/SPGC. The latter means that Western nations currently allow China to buy ownership of their nation's power companies and control them while spying on them. The ramifications of this should be obvious.

President Obama is now looking to transfer increasing ownership of U.S. natural energy resources to China as payment for the enormous U.S. Treasury debt to China. Obama is exacerbating U.S. debt to China to bring this about as he idolizes Communist China and wants to see the U.S. progress toward Chinese Marxism.
